The 2009 Oregon Legislative Assembly passed SB 578. The bill concerns several aspects of the ATV program including the ATV Account Allocation Committee, vehicle classifications and safety issues. The bill terminates the term of the current seven members of the ATV Account Allocation Committee as of January 1, 2010 and establishes the ATV Advisory Committee.
The twelve member ATV Advisory Committee consists of one representative from the following:
- Class I organization: Wade Bryant
- Class II organization: Pat Harris
- Class III organization: Steve Doane
- ATV user at large: Tim Custer
- Law Enforcement Agency: Rod Roberts
- U.S. Forest Service: Wendy Zustiak
- Bureau of Land Management: Chris Knauf
- Department of Forestry: Nathan Seable
- Oregon Vehicle Dealer Association: Jimmy Smith
- Department of Transportation: Troy Costales
- Department of Human Services: Lisa Millet
- Non-voting member from Oregon Parks and Recreation: John Lane
The ATV Advisory Committee will:
- Advise OPRD on the allocation of monies within the ATV Account.
- Review accidents & fatalities resulting from ATV recreation and make recommendations to the Parks Commission
- Review changes to statutory vehicle classifications and make recommendations to the Parks Commission
- Review safety feature of all classes of OHV and make recommendations to the Parks Commission
- Recommend appropriate safety requirements to protect child operators and riders.
There is a five member sub-committee composed of the representatives from class I (ATV), II (4x4), III (Motorcycle), the member at large and the law enforcement agency. This subcommittee will provide recommendations to the Parks Commission on grant projects.
