GENERAL INFORMATION
Oregon Parks and Recreation Department’s mission is to provide and protect outstanding natural, scenic, cultural, historic and recreational sites for the enjoyment and education of present and future generations.

- There is one (1) permanent, full-time position with Oregon Parks and Recreation Department, in the Administrative Services Directorate.
- This is a Management Service position in a non-supervisory capacity.
- This recruitment will be used to establish a list of qualified people to fill the current vacancy.

QUALIFICATIONS
A Bachelor’s degree in a business related field such as business or public administration, finance, economics, computer science; or a field specific to the Agency’s mission or area of audit.

Three years of auditing experience. A graduate-level degree in any of the fields defined under education may substitute for one year of the required experience.
In addition to the required education and experience, certification as an Internal Auditor, Public Accountant or Information System Auditor is preferred. The preferred certification is based on the position duties, and will be specified at the time of recruitment.

PRIMARY POSITION DUTIES
Through an established audit charter and, under the direction of the Assistant Director of Administration and the Audit Committee, develops and executes an annual audit plan (according to accepted professional standards) to assess the department’s risk including communication plans and training plans. Audit activities include:
- Independently audits in accordance with audit programs and standards while maintaining impartiality at all times.
- Evaluates internal and management controls systems.
- Analyzes the economy, efficiency and effectiveness of operations.
- Reviews and tests compliance with statutes and OPRD rules, policies and procedures.
- Identifies opportunities to improve Agency operations and recommends solutions.
- Summarizes reportable findings in preparation for report writing. Represents OPRD management’s interest by recommending actions through audit recommendations that control or implement OPRD policy.
- Presents oral and written information to management during and at the conclusion of audits.
- Discusses program deficiencies, recommends discretionary and corrective action, and drafts audit reports with recommendations for improvement. In an advisory capacity, the Chief Audit Executive will participate in development and design of new systems, and provide other consultative services to management.
- Develops Agency risk management, control, audit policy and procedures, including written manuals and training materials.
- Performs follow-up of findings identified in internal and external audits.
- Conducts investigations of alleged fraud, waste and abuse as assigned by the Director, the Assistant Director of Administration, the Audit Committee or as coordinated with the Secretary of State’s Audit Division. Reports findings confidentially to management.
- Coordinates with external auditors of other state agencies, federal agencies, private sector and the Oregon Secretary of State’s Audit Division.
The ideal candidate will have a commitment to sustainability and a performance record demonstrating the following desired competencies:
- Proven working knowledge of internal control concepts and risk based audit techniques.
- Excellent verbal and written communication skills with proven ability to convey information to all levels of management in a clear, focused and concise manner.
- Strong attention to detail with excellent organizational skills.
- Proven use of strong listening skills in gathering facts and data.
- Proven internal audit experience applying analytical problem solving skills, including experience identifying and quantifying problems and providing effective resolution.
- Working knowledge of auditing and/or accounting principles and practices.
WORKING CONDITIONS
The following are requirements of the job and must be accomplished with or without reasonable accommodation: Requires some overnight travel in-state and out-of-state. Work often must be completed under tight timelines. Works within general office working conditions. Requires occasional field trips. Requires a valid driver’s license with a good driving record.
