Oregon Parks and Recreation Department’s mission is to provide and protect outstanding natural, scenic, cultural, historic and recreational sites for the enjoyment and education of present and future generations.

- There is one (1) permanent, full-time position with Oregon Parks and Recreation Department, this position is posted at Collier Memorial State Park & Logging Museum, in Chiloquin, Oregon.
- This position is represented by the Service Employee International Union (SEIU).
- This recruitment will be used to establish a list of qualified people to fill the current vacancy and may be used to fill multiple positions.
- This position is currently part of a classification study.

PRIMARY POSITION DUTIES
Organizational and Operation Activities
- Provides crew leadership; participates with permanent and seasonal employees, groups, contractors, cooperative associations and volunteers in the operation and maintenance of the park facilities and resources: facilities including overnight campgrounds, day use areas, trail systems, museum and other park facilities/resources;
- May be assigned difficult projects such as construction or rehabilitation of park facilities; often responsible for planning assigning, directing and review of work during major projects;
- Follows both verbal and written directions, procedures and schedules, such as daily assignments, maintenance procedures, legal regulations/rules, agency policy, enforcement procedures and visitor services policies;
- Procure bids for materials on projects, supplies and services;
- Collects and delivers water and waste water samples; keeps records;
- Makes routine operational daily decisions and takes appropriate action; participates and assigns tasks to accomplish work;
- Gives direction and train seasonal employees/volunteers on procedures; prepare performance standards for seasonal employees;
- Assists with the interview and appraisal of seasonal employees;
- Provide informal assessment of seasonal employees performance to supervisor;
- Trains or assists in training staff on operational procedures and safety practices;
- Prepare written forms, reports and keep records as required, such as fee reconciliation, time sheets, work records, inventories, traffic counters, meter readings, fuel reports, samples and training records.
- Operates radio and communication systems properly;
- Collect fees, maintain proper cash handling and reconciliation procedures;
- Prepare revenue reports and deposit bank revenues;
- Operates and trains others in he computerized reservation system to register visitors and assign campsites and facilities;
- Participates and trains others in using cash register to accept camping and day use fees;
- Collects and reconciles fees; performs administrative paperwork by balancing revenue reports; prepares bank deposits and takes to bank for processing;
- Takes reservations and properly maintains systems and records;
- Participate in meetings; leads training and meetings with crew and public in local community;
- Participates and prepares safety programs and crew meetings; keeps records and prepares reports;
- Communicates with co-workers, management and staff, in a helpful, friendly, cooperative manner and assists other employees, in a positive manner, readily sharing experience and knowledge;
- May work with and direct correctional crews during operations and maintenance work;
- Comprehend, implement and make suggestions on procedural changes;
- Assist in the development and implementation of operations planning
Visitor Information and Assistance
- Provide visitor information about our region, local attractions, agency and resources in a polite and courteous manner; displays a professional image to the public;
- Displays a professional, cheerful and helpful image to park visitors to ensure a safe and enjoyable visit;
- Patrol park areas and contact visitors for information or enforcement purposes;
- Obtain compliance with park rules/regulations through polite verbal and written communications.
- Ensures visitor safety by looking for rule violations and safety hazards;
- Issues verbal and/or written warnings and citations for violations of posted rules and regulations;
- Patrols park areas to protect/preserve resources; checks for mis-use, undesirable activities or hazardous situations;
- Provides assistance during visitor-related emergencies; contacts emergency services providers; prepares related reports;
- Coordinates security, safety and enforcement of local park events;
- Enforcement contact with park users is required; this may require quick evaluation of hostile circumstances and contacting additional staff or law enforcement assistance;
- Enforcement Officer training and Citation Authority is required;
- Contact emergency services and manage crisis situations as needed; including administering assistance to needy victims;
- Distributes, collects and records survey information;
- Performs public relations as required; may involve preparing and making announcements, press releases, newsletters, articles and media interviews;
- Actively develops and promotes major park events; coordinates and participates in special events in parks, schools and community;
- Actively seeks opportunities in presenting and interpretation of park facilities and resources to the visiting public;
- Make educational contacts with tour and school groups; provides classroom presentations at schools;
- Promptly responds to visitors request, complaints and letters through written correspondence and phone reply;
- Actively recruits, coordinates, trains and recognizes park volunteers, cooperatives and partnerships in parks;
- Performs office functions to support park operations; includes ability to prepare written reports, develop data, perform research, prepare correspondence, answer phones, prepare permits, operate basic word processing and data based computer programs.
Interpretive
- Prepares and presents interpretive, educational and environmental awareness programs and recreational activities, designed to educate and entertain park visitors about natural, historic and cultural resources, by conducting guided tours/nature walks, junior ranger programs, evening campfire programs, slide shows; nature crafts and special events;
- Provides accurate information to park visitors on facilities available, points of interest and historical data in a friendly, courteous and helpful manner;
- Develops and coordinates partnerships with other agencies and businesses to help promote OPRD by sharing resources and participating in local community events;
- Advance and promote new and existing interpretive plans for this park unit and its museum, as directed by management;
- Organizes, develops and presents nature, historic and interpretive programs, displays and special events;
- Coordinates and prepares interpretive materials for the public;
- Providing interpretive tours, demonstrations and activities;
- Researches and develops historically accurate displays and restorations;
- Depicts historical activities through a variety of media and demonstrations;
- Provides for the inventory, research, cataloging and archiving of museum artifacts, equipment and documentation;
- Properly maintains, acquires and organizes related historical literature and park library items;
- Plans and actively participates in the restoration and preservation of museum artifacts, equipment, buildings and displays;
- Completes actual working mechanical repairs and restoration of selected museum equipment as directed; operates restored machinery;
- Participates in interpretive planning efforts; implements interpretive plans;
- Maintains interpretive records and files;
- Develops and implements interpretive signing standards and plans;
- Constructs, orders and installs interpretive signing;
- Provides for the other interpretation of park natural, physical and cultural resources;
- Oversees seasonal interpretive staff, directs and assists in their interpretive program endeavors;
- Completes additional interpretive training as made available through the department.
Grounds Maintenance
- Cut/remove grass, brush and unwanted vegetation, both manually and with power equipment; use of tractor mounted mowers, front deck and riding mowers;
- Prune, weed and trim plant materials with hand tools, weed trimmers, chainsaws and power attachments;
- Pile and load limbs, brush and debris on ground into trucks and brush-chipping equipment;
- Dig holes by hand and with power equipment and tractor attachments for placing signs, planting vegetation and installing park facilities;
- Participates in and trains others in integrated pest management by spraying and looking for new ways to control pests;
- Participates in landscaping, planting and seeding; replanting ornamental and native vegetation;
- Carry and apply fertilizers and pesticides using both hand held and tractor equipment;
- Use various hand and power tools to construct and maintain buildings, facilities and trails;
- Install and repair of fencing and gates; utilizing barbed wire, metal, wood and all types of fencing materials and tools;
- Remove and properly dispose of garbage, debris and other refuse, by hand and with equipment;
- Trail building and site work utilizing hand and power tools, as well as tractors, attachment, loaders and trucks; frequent hand digging, raking, chopping and lifting are required;
- Irrigation of plants and lawn areas with hoses, manual and automatic sprinklers; programming automatic sprinklers;
- Install and maintain wooden and metal signs; construct, maintain, repair and replace signs;
- Remove debris and unwanted vegetative materials from campsites, lawns, trails, roadways, parking areas, fireplaces and facilities by shoveling, sweeping, raking, blowing and vacuuming;
- Prepares grounds maintenance standards and scheduling; monitors quality;
- Assist in development and implementation of maintenance planning.
Equipment Operation and Maintenance
- Operate various types of fleet, specialty and heavy equipment, such as pick-up trucks, trailers, tractors, loaders, backhoe, large dump trucks, snow plows, mowers, jack hammer, air compressor, boom equipment, turf vacuum, boats/motors, chippers and all-terrain vehicles;
- Position may require CDL licensing;
- Perform operation and maintenance of fleet, specialty and heavy equipment, including cleaning, lubrication, change filters, change fluids, tire maintenance and minor repairs; schedule maintenance and keeps records;
- Uses understanding of equipment to perform and determine routine preventative maintenance and equipment repairs; identify proper uses, safety hazards and potential malfunctions;
- Oversees and trains seasonal employees and volunteers in the use and maintenance of equipment;
- Performs operation and routine maintenance of manual, hand and power tools; includes sharpening, cleaning, lubrication, changing filters and fluids;
- Checks and maintains fire equipment and pumping; maintains records;
- Snow removal from roads, buildings, trails and facilities utilizing large plow equipment, heavy duty trucks, tractors, loaders, blade attachments, snow blowers, hand shovels and deicing chemicals.
Facility and Systems Maintenance
- Building/facility maintenance and repair utilizing basic carpentry, plumbing, painting, masonry and construction skills;
- Basic maintenance of utility systems, including water, sewage and electrical systems;
- Construction of basic park facilities, utilities and buildings, utilizing agency provided specifications and construction drawings;
- Preparation and implementation of maintenance standards;
- Plan and perform various rehabilitation and construction projects;
- Open plugged wastewater and sewage lines with force cups, chemicals and power equipment;
- Repair, maintain and install water & sewage piping and pumps; monitor and document proper water & sewage operations;
- Operate, repair and install irrigation systems, pumps, pipe and sprinklers;
- Expose and repair underground water, irrigation & sewage lines by digging manually and with power equipment;
- Paint/stain buildings, signs and facilities with hand and spray equipment;
- Repair, replace and construct signs, tables, benches and other fixtures;
- Test and replace light fixtures, circuit breakers, outlets, switches and minor electrical components;
- Construct and maintain hiking, bicycle, equestrian and motorized trails and associated bridges;
- Maintain and repair of boat ramps, buoys, docks, floats and rails;
- Winterize and/or start-up of buildings, water systems, irrigation, sewage systems and park facilities;
- Cleans restrooms, showers, fixtures, buildings, offices, shelters, fountains, garbage cans, windows, tables, fireplaces and facilities by sweeping, washing, scrubbing, mopping and disinfecting in the recommended manner;
- Removes and properly disposes of litter, refuse and debris on park lands;
- Restoration and preservation of historical artifacts, buildings, equipment and display pieces, utilizing an variety of technical, mechanical, carpentry and general restoration processes recognized as historically appropriate;
- Maintains park areas, facilities, work sites, maintenance shops, storage areas, in clean and safe condition;
- Any and all other duties as assigned within scope of classification.
QUALIFICATIONS
- Two years of visitor services experience (e.g. rule enforcement; interpretation such as education and environmental awareness programs; special events and activities; etc.) AND/OR maintenance experience (e.g., construction, landscaping).
- A Bachelor's degree in Park and Recreation Administration, Natural Resource Management,Environmental Studies or a related field may substitute for up to one year of experience.
- An Associate's degree in Park and Recreation Administration or Natural Resource Management or Environmental Studies may substitute for up to six months of experience.

The ideal candidate will have a performance record demonstrating the following desired competencies:
- Excellent verbal and written communication skills with proven ability to convey information in a clear and concise manner;
- Experience providing exceptional customer service working with the public or in a public setting;
- In-depth knowledge and experience with facility maintenance or construction trades;
- Experience in natural resource management or operating outdoor public recreation programs.
- Experience working with diverse work team including volunteers, youth crews, and/or correction crews.
- An interest in Oregon’s historical past relating to logging and pioneer history.
WORKING CONDITIONS
Irregular work shifts and evening hours may be required, along with holiday and occasional overtime work. Work is performed outdoors in all types of weather and on all types of terrain. Work may require exposure to chemicals, fumes and noise. Valid drivers’ license and a satisfactory driving record must be maintained as a condition of employment. Required to obtain and retain the following after appointment: First Aid/CPR Certificates, Enforcement Officer Status, and possible Commercial Drivers License. Requires wearing an OPRD-supplied uniform and compliance with the OPRD Uniform Manual and Personal Appearance & Grooming standards in agency policy. Requires utilizing all appropriate safety equipment / clothing and procedures in compliance with safety regulations and policy. Works in a team environment requiring participatory decision-making and cooperative interactions among employees.
